call me crazy but I think the ranger keys would give both Bandai America and also retailers, something they are desperately wanting in a toyline with today's economy. A item with a lower price point that would have a collect them all mentality for children. If you look now, most toy lines have those lower priced toys as part of a line.

2.99 or so is the sweat spot for that. I can see them selling the keys for that. But I could also see them selling them blind bagged too. So in the end, sets would still cost us a more.

If they do end up releasing keys with figures and toys, its a no win for anyone. The keys will be cheaper made and the figure prices will probably go up. Thats just common reasoning, but who knows.

Cards already do that though. Plus, cards are multipurpose and can even be played with stand-alone, while keys require something to work with them.
