No,Chip really is a knight.He was trained by Daggeron.And I'm sorry,but when you get chosen to be trained by a sixth ranger,that's pretty much the best you can get if you arent a red.

I hate Chip, I really do.

But I am in no way behind this "OMG Gia is best yellow evur" thing and Chip is the far better ranger.

Technically Chip becoming the Mystic Garuda is a spell which falls under a power and ability he can do, it's magic, so it really isn't calling in a zord as much as it a powered upstate even some what comparable to Super Dino Mode and other such power ups. At least that's how myself and others see it.
