There is a posibillity that Takatora survived, we have seen a lot of characters falling into water after being forced out of their transformations. Although this is the first time we see one sinking in the water. If Takatora survived he will appear unconscious in the bay at the beggining of episode 38.

And wouldn't we hear of his actor getting those goodby flowers? It was almost in the same day as the final Cherry Energy Squash that we heard Sid's actor got them IIRC.
