I can see what you mean. I think Kamen Rider #4 was not really needed. I don't see any point on adding characters if they are not going to put any effort on giving them depth. Creating new toys is fine if you make them good characters. Too bad most movie characters don't get toys. Kamen Rider #15 last year got nothing. Not even a vinyl or candy toy figure.

That's Kamen Rider Fifteen not #15, as in the 15th anniversary of Heisei Rider.
In other words Toei does reserved a way to pull a #15 from the Showa rider side.

Yongo was probably made because you can't have a third rider without the fourth. With V3 and Riderman, they're considered a unit so makes sense for the alts to be one as well.

It would be pushing it to far if they made Kamen Rider 5.

5 will ride a submarine and 6 will ride on a kaiju.
