Satoshi Jinbo who we know mostly as Dr. Kagawa/Alternative Zero from Kamen Rider Ryuki will play the role of Minister of Defense Shinichiro Noizumi, while Yu Kamio who played Dr. Maki from Kamen Rider OOO, Yugo Tachibana from Kamen Rider Amazons, and Yuki's dad in Kamen Rider Fourze will play Tokko(Tokubetsu Koto Keisatsu, or Special Higher Police) leader Torao Kurei.

No magiranger, boukenger, or gekiranger? Given that some of their actors reprise their roles in other toku or play other characters.

I am sure if they are willing they will return, but Magiranger for starters is missing Blue and Shine. Blue retired a while back and Shine retired and became an actual teacher having Kamen Rider Mach's actor Yu Inaba as a student.
As for Gekiranger only Red and Chopper remain active as actors. The other three have retired it seems.
Luckily Boukenger alumni still seem to be working as actors.
I would like to add though that even if some actors have retired doesn't mean the possibility is an absolute 0% as we have had instances where people who retired came back, such as some of the Zyuranger cast in Kyoryuger VS Go-Busters.
