I'm fairly confident "Sixth Kai" refers to the sixth episode and not sixth zenkaiger. This is probably just a new face villain.

I will point out there are next episode images of Ijirude working on a Gege themed version of the Geartlinger, so I wouldn’t rule anything out.

Ep 6:
A World who is able to make garbage appears. Although the World's power is to make more and more garbage, it also has the effect of bringing down people's moods.


Ep 7:
A new enemy launches an attack on the Zenkaiger, using the "GearTojinger" and dark gears to summon forth Super Sentai to fight the team, and they fall into their greatest pinch!

So his name, obviously a portmanteau of stasis and the Japanese word teishi which means to suspend as in put a stop to.

Nobody knows. There is a possibility he could be like Gao Silver and Zyuoh The World going from heel to face but then again he could be another Basco situation. So all we can do is sit back and relax for now.
