Gojima mentioned that in order to have a 3rd wave to happen the number of Garran King Form sold must exceeds the number of Leangle Jack Form from last time.
Leangle Jack Form is really Leangle King Form. License owner (Toei)'s supplied material said Leangle starts as Jack Form (power) level from the beginning.
If there are enough noises and Garren King Form does well enough, Shocker Boss (OOO) and other hot characters will happen.

Hmm, that's interesting about Leangle, given there actually is a King Form design out there they could've turned to. Well, hopefully Garren King does well enough that an actual Leangle King ends up a candidate for release down the road.
