It's the lightning effect from tamashii nations. Unfortunately, it's no longer for sale by them but you can buy knockoff versions from Ebay that are just as good as the official version in my opinion and they come in different colors.

My end of year display. Unfortuneatly can't fit all the other Riders I've gotten in the last couple months. Not thrilled with some of the poses, it's hard not to make them all look the same haha
