No. There's five riders off the bat, more than six locks. No six this time around.

There are 40 lock seeds (DX, Gacha, etc.) listed with either name or ??? for now.
There will be extra seeds (movie exclusive, new Rider next year, etc.).
There will be more Riders.

Fourze had 40+ switches and it has a grand total of 3 Riders including movie exclusives. While I'm sure we'll have a couple of more Riders in Gaimu at some point (I pray they aren't pointless like the Hoppers), the number of Lock Seeds guarantees nothing.

You and me both, But if they look as good as the Hoppers then that's alright.

That was alot of Kabuto's problems, really. Awesome looking Riders that existed for no reason.
