Also, I just finished the Looker missions. I won't spoil anything, but there were things that made me think of Double, and just Kamen Rider in general.

It's either at random or can be triggered by using honey or a Pokemon that uses sweet scent.

Not really, they aren't super common, but they aren't rare. Your chances are about as good as shaking grass/bubbling water in Black and White.
