How we find a way to bring back the practical special effects in films/tv shows ?

Then, when the strike of CGI specialists begins. Or the crisis will make CGI too expensive, even for the richest projects.
By the way, why are CGIs expensive in the first place? I understand that Avatar's special effects require more work than tokusatsu's computer-generated effects and will therefore be more expensive. But, if a painted explosion costs more than a real one, why is it needed at all?

CGI allows you to do visual work that would be difficult / impossible to capture with a camera, and doing it well so that it looks realistic takes a lot of honed skill and effort.

But in most cases, even in high-budget films, it is either used for something that can be filmed without CGI, or does not look realistic. That is, let's say Cameron was able to achieve a certain amount of credibility in his "Avatar", but, for example, Thanos from the MCU never looks like a real creature. Plus, Nolan in "Oppenheimer" was able to reproduce the atomic explosion without CGI, so if you wish, it is quite possible to refuse it.

Oppenheimer is an auteur who worships at the altar of practical effects. It would'veprobably been cheaper to not use literal explosives, and would definitely have involved less actual destruction, but he has that level of directive control for one of the most hyped movies of the year.

As for Thanos - yes, he isn't a real creature, but there's still work done with matching the CGI to the real lighting, the work done to make the skin - purple skin, but skin nonetheless - match the face, and to make it blend into the real world. Sure, it's not pefect, but go check out The Incredible Bulk and tell me CGI is easy to make look even slightly natural.

But it's possible blend both CGI and practical effects ?

Yeah, it's done in plenty of productions, to differing scales. One that springs to mind is the 2015 Thunderbirds Are Go Series, which used a mixture of practical modelwork in homage to the 60's original, typically for locations, with CGI characters and vehicles to allow for greater flexibility of movement for scenes. And that was a kids show on a UK Children's network. It depends on the director, the budget, and the special effects crew.

Recently I finished TMNT 1987 on Lionsgate DVD

Now having picked up a set for TMNT 2003 finishing the run I started
on Netflix Disk Rental.

I also had finished the movies with Mutant Meyhem out on the big
screen.

Also watching TMNT 2012 to finish my Hulu run.

Will buy 2003 once the price drops.

This set will catch me up for missed episodes from
2003.

At some point I need to finish Rise Of The TMNT.
