While I do think they are related in a way, I don't think they are the same person. Chase is a Roimude- why would Belt let the Proto-Drive be a Roimude?

It seems the Roimude either designed Machine Chaser based on how Proto Drive looked or even used Proto Drive's destroyed armor to create the form.

Well Chase to me feels completely different than all the other Roimudes because he transforms with a device rather than being able to do it without it. So I think he is definitely connected to Proto-Drive some how just not sure exactly how.
