Camtasia Studio.
But most video editing software has the option.

I'd assume it's free, but it came with the PC so I'm not sure.

Alright. Cool. I know how to do it in Photoshop, but it was for a class, so I can't do it at home.

For me it's the same as editing a video, you cut the part you want, and export as gif instead of avi or mp4.

If Camtasia isn't available I'm sure many free programs allow it.
