but looking at the stats and then looking at the rider them selves you know kuuga will win with out even need to go full ultimate he could end up beating Skull with just his for main form changes this is why i am going with Kuuga he to bad ass and would win agents the hard boiled detective Skull

Well you see, Skull's hat is actually a weapon, used much like that hat in the Avengers (not the Marvel one, the one with Sean Connery dressed as a Care Bear). He removes it while transforming because the hat can cut through anything including his helmet. All Skull has to do is toss his hat at Kuuga and it's instant victory!

I do like Skull, but I'll go with Kuuga here. Skull seems so limited by comparison.
