Though I haven't seen any real source on Urobuchi returning. I think Gaim is it for him. He always wanted to write a Kamen Rider, got to write one, so that's his wish fulfilled.

Second season of Concrete Revolutio finished in June. Urobuchi only wrote one episode for that show. The head writer and creator was Sho Aikawa, the head writer on Blade and Boukenger.

Thunderbolt Fantasy is also only 13 episodes and most of it its scripts are likely done. The entire physical production of the series might also be done? A lot of Chinese productions tend to film the entire series before the first episode even airs.

That said, I don't think it'll be Urobuchi. Would be awesome, but I doubt it. Maybe someone from nitroplus.

Heroshock is almost as bad as JEFusion when it comes to posting fake news or pulling things out of their ass. Honestly, till we hear from a more reliable website like Toku Net I would definietly take it with a grain of salt.

Look at Gaim, No one take Gaim very seriously once he's announced to be a fruit-theme Kamen Rider. Who thought a Fruit-Themed Kamen Rider would be a dark show?

I have a feeling Ex-Aid might possibly be darker than Ghost and Drive.

Just wait till December or next January after they aired the first 12 eps or so since those eps tend to establish the tone for the show.
As for Gaim I for one expected it to take the route it did in terms of tone because Urobuchi is known for "dark" or "serious" stories.
But if I was to speculate I currently expect this to be somewhere around Go-busters and OOO tonally.

We don't even know what Ex-Aid's plot is going to be about.

Hell, there isn't even a promo teaser for it yet. Like Sunred said, you can't tell a show's tone just by looking at early promotional material...
