Looking at the possibly ChoCho ToqOh combo, it's plausible that the 'feet' segments are platform shoes; Tank and Car Carrier stick out quite a bit on Cho ToQOh, yes?

That, paired with the fact that both Build Ressha AND Diesel Ressha have Schnabel Cars in their consist makes me think that Build's Schnabel component holds a ToQOh head for Diesel's piece to drop onto.
