2 possible ways.
1. Find them being held by wild Luvdisc. You can lead with a Pokemon with Compound Eyes to increase the chance of the item being held by 20% or you can lead with a Pokemon with Frisk to know if the Luvdisc is holding an item, and just use a Pokemon with Thief to steal the item without having to catch it. While Milotic is on my dream team, it's an annoyingly scarce and difficult to find Pokemon to use during main play throughs.
