I think instead of "head wings" the helmet could gain a crest themed after the head of the power up pterosaur (you'll soon understand why).
Pteranodon would give Paleo this crest, which would allow him to create sonic waves, both for attack and for propulsion (as in Ptera power there aren't wings).
Ornitocheirus, as it is the biggest, gives our Rider the back wings, which would have the ability to generate tremendous winds.
Microraptor furnishes the leg wings and with them the power for Paleo to miniaturize himself ("micro" power, I know it's ridiculous but I don't have a better idea and it fits with this being the rogue archetype).
Lastly, Tupandactylus gives the arms wings, allowing Paleo to generate bolts of electricity

Pteranodon (back wings) - super speed in flight that creates sonic booms
Tupandactylus (head crest and wings) - lightning attack
Microraptor (leg wings) - feather blades
Ornithoceirus (arm wings) - wind attack

By wind attack, do you mean shooting wind projectiles or wind manipulation?

I agree with Yuu in the question. Projectiles or kinesis. I think it should be kinesis.

I'll organize my pitch a bit more, inspired by other's suggestions, just for reference:

*Ptera- Back Wings: Allow faster and more maneuverable flight.
*Ornito- Arm Wings: Fold out separately on the upper and lower arms. By swinging his arms, he can sling the lower halves off like mid-range bladed boomerangs that swirl around the enemy before reattaching.
*Micro- Bladed Leg Wings: Similar to Thero Spino's arm blades, but instead on the... Well. Legs.
*Tupan- Head Wing/Fin: An already existing head crest (like a Pteranodon/Speed Biker's helmet) fans up into a fin that let's Paleo conjure lightning bolts. (Like Kuwagata medal on OOO.)

Each form posses limited wind styled undertones to their attacks. That's all I got.

I don't we've ever agreed on something as quickly as this. If everyone else is cool with it lets move on. Can we give Ornithoceirus aerokinesis also?

Maybe the boomerangs create tornadoes as they fly or something? I don't really want any of the base form element manipulation to be direct. I'd want to leave that kind of control to Omni (Or whatever we call the elemental Super Form.)

Anyway about the mid season upgrade..I'm thinking it could be a mashed up version of all 4 forms similar to DoGaBaKi (that's its name right?) While the final form could be an evolved version of thero+ with new gamebreaking abilities.
