Zombie Kiriya/Lazer under Kuroto's control. I don't think it's particularly likely, but... I don't think it's impossible either. We're still not entirely clear on what actually happens when you disappear from either the virus or the Gauge being depleted exactly. Everyone says you die, but... well, it makes sense, but it's not exactly an airtight assumption.

Flowers may mean that Kiriya's actor is gone. But the suit and stuff can be worn by anyone. I think that's what they meant.

I think it's because of his eyes, certain pokemon have mean or hard stare eyes.

Since Kiriya's Gamer Driver and Bakusou Bike Gashat in CR members possession, probably the CR members will find new user for Lazer.

My guess: Stolen by Taiga / Snipe and used by (Junior Genius Gamer "N" / Emu's Secret Sister?) Nico until she switches allegiances.

Thats still possible too. Hmm...yeah it will be interesting if Nico become Rider.

The toy catalogue would likely have already a new Rider. When else has a significant Rider been introduced this late? "Chase" but Chase was constantly built up and was already significant

Well, you must remember, at least for now, Bakusou Bike is Emu's, so he can summon the Bike Gamer to finally be a proper Kamen Rider. To be honest, I don't see that changing. If anything I can see Bandai's pitch to Toei for Lazer was 'Bikes don't sell well on their own, and cumbersome stuff like the Iguana Ghostriker is hard for you to use; so make it a rider itself at first. That way, kids'll buy it for it's rider form - but it's still the main guy's bike!'
Like... I don't see Bakusou Bike being used for a new Lazer, at least not untik the 3rd Quarter.

On the flipside, though, yes, there has been a Rider unannounced in Toy Catalogs (semi-)recently - Knuckle. We had no idea he was coming until a couple of weeks before he did.
Who knows? Maybe we'll get Kamen Rider ---- Chanbara Gamer Level 1/2 in February.
