Ladies and gentlemen, I present to you the Kibaoni Legion (Kibaoni Gundan).

The Kibaoni Legion are yokais who prey on humans.
Their goal is to fully revive Kibaoni Gengetsu by gathering "the power of fear" from humans.

Kibaoni Gengetsu: A former general taken down by Igasaki ninja and was reborn a yokai. It was told that he was sealed by Yoshitaka's 48 sealing shurikens but...

Izayoi Kyuemon: A kosho(warrior who takes care of various tasks for the warlord) of the Kibaoni Legion.
Instructs yokais to gather fear(As you can see it is based off a kitsune.)

Gabiraiso: Ichibanyari(literally means first spear, but during feudal Japan it was an honorable title given to the warrior who drew first blood) of the Kibaoni Legion. Very keen on being the strongest and hates Igasaki ninjas.

Hitokarage: Ashigarus(foot soldiers. This is what Kurokage from Gaim is based off as well) of the Kibaoni Legion.

Yokai: Created by using the sealing shurikens that contain 'yoki' or yokai energy on objects.

Sigh, no human villains.

At least they look cool.

Uh... wasn't that the plot of Shinkenger? Dokoku needed the fear of humans to walk upon the Earth?

Oh, and the Deboss Legion needing human emotions to resurrect Deboss.

I believe it was the more humans were in pain and grief it raised the water level of the Sanzu river, but yeah similar concept. As well as Kyoryuger to a certain extent.

Yeah, but he still needed human emotions to raise the water level to come back to Earth.

This is where Jerry Seinfeld says, "What's the deeeeeaaaalllllll with all these yokais and human emotions?"

Updates! Officially these Yokai are "The Army Of The Fanged Demon."

The yellow one with fur is Izayoi Kyuemon and the blue/red one is Mika Raikura. Each of the main villains' name is a reference to phases of the moon; which may connect to their power sets.

From what I can make out of the hiragana in the scan, I think it is Gabiraizo instead of Mika Raikura.
But if it does turn out to be Mika Raikura then I guess the name is derived from mikazuki which means crescent moon.

Am I dumb or does the seemingly giant, black and gold villain look like a Dark Liner/Kurainer Robo from ToQGer?

More like a twisted version of Honda Tadakatsu from Sengoku Basara

The only reason I bother to mention it is because at present, Saban Brands apparently doesn't give much in way of favoring ToQGer for adaptation. Hypothetically speaking, if they did jump ahead to Ninninger while still adding a few elements of ToQGer, any visual similarity would only help the meshing of the two. We already know that part of the primary Ninninger mecha has a train component, so this just seems to lend itself to a future PR fusion of ToQGer/Ninninger. I'm not saying it will, but I am noting the possibility and if there is any tangible justification for doing so.

What does that have to do with Ninninger?

*Gangetsu will be voiced by Mugihito Amachi, veteran of several anime projects.

*Raikura is indeed portrayed by Kenji Matsuda. :)

*Kyuemon's voice actress is Megumi Han, previously "Cure Princess."

For the yokai voiced by Matsuda Kenji who is all about being strong and hating Igasaki ninjas, I checked and it seems Gabi Raizou 蛾眉 雷蔵（がび　らいぞう） is correct. Matches the kanji in the scan.

Why are they wasting his talents on just being a voice? Why not actually have him be the villain in human form? :lol

It's not wasting, Kenji Matsuda is providing his voice, which is still necessary. Plus, he could also portray his character's human form. The series hasn't even started yet so you never know.

You never know.
Especially a man like Matsuda Kenji who is already well-known in tokusatsu as a Kamen Rider, a good guy werewolf kaijin, a makai knight, etc. I would love to see him in live action battling with Akaninger at some point in the show.

I hope so.

BTW, that was meant to be taken as a joke.

It always seems like the more badass the main villian's costume is the more uncomfortable it looks to wear...poor suit actors...getting knocked around in them stuffy suits...
