The scans say that Muryo(Pikotaro's character) has founded CARAT(Creative And Radical Ambitious Team), the organization of justice that is there for the rangers and also R&D for kiramastone related things. The CARAT base has a strategy room, the Kirama Base which is the heart of it all and where the stones rest and deploy when needed, a medical room, and a break room.

Such crossovers tend to be considered canon only in the instance in which they happen!

Sentai will canonize and de-canonize elements, especially crossovers, on a minute-by-minute basis.

I'm really liking the idea of "What Sentai theme can we use now? We've done it all?"
