Actually, it's not that he learned to write before Kiva, it's that he forgot how to write after Agito. And there's nothing wrong with reusing tropes - I love the Showa era and there's tons of recycling there. The difference is that Inoue's stuff is incredibly overplayed and obvious - something happens that could be easily resolved by a simple conversation but it isn't because none of the characters will talk to each other openly, Riders spend as much time fighting each other as they do fighting monsters, characters' dreams exist solely to be crushed, there's one character whose sole purpose is to antagonize everybody else but nobody ever calls him on it, people keep falling into water, etc.

Agito is a classic. Jetman is a classic. But everything Inoue has touched since 2003 has been total shit.
