Yes, I'm sure that's it. Sentai's ratings have been in a persistent downwards spiral since 2005 because the 2013 show doesn't have a girl in yellow spandex and because the little boys in the still fairly sexist country of Japan are offended that girls aren't considered equally as strong as men.
