Look at the cards. Kids love cards. Yu-Gi-Oh, Pokemon, kids love 'em. They collect 'em. You can do so much with cards. Cheaper to make, easier to collect (and make custom ones of your own), and they're multiple "toys" in one. You have a card game that you can play with just the deck, or with a mobile device, and they also work in a morpher.

What are you going to do with keys? Oh, you need a morpher for that. Let's play a key game! I know, whomever has the most teeth on their key wins!

Yeah, no. Cards are the way to go here. In fact, part of me wants cards and no Gokai suits just to hear the fanbase complain.
