Yes, he only did Lost Galaxy to fund his law school education and wasn't really interested in coming back from the LSR and he left the set during production over a salary dispute (Saban have always been cheap-asses) and so the majority of Leo's voice acting during the second part had to be done by someone mimicking his voice. Leo only returned to Forever Red as a favour to a producer and all scenes with him were filmed post-production because he was initially not expected to be back. It's pretty amazing that he's back, actually, he was probably the person I least expected to return.
