Clock Up does next to nothing, so it's not as abuse-able as you imagine. It's his medium attack, and lasts barely any time at all.

Really, Put On/Cast Off and his Rider Kick are far more exploitable in terms of doing massive damage.

The movie riders, sadly are not playable (I'd love to have played as Skull), however . . .there's a plot-relevant reason as to why.

EDIT: As to DLC--The only DLC officially announced is the free download of Infinity of June 6th and Beast Hyper on June 20th. Everyone assumes the Showa Riders will be DLC, but it'll be interesting to see how they incorporate them in the game.
