You have to remember that, before Figuarts were first released, your options for Kamen Rider figures were:
The scarce and unreliably scaled Souchaku Henshin, the 12 inch and incredibly expensive Project BM figures, or the small vinyl figures.

There may have been others, but those 3 were pretty much it before Figuarts.
