They help with evacuation and maintaining order. Rescue workers on the other hand are trained to enter the heart of darkness. They are trained to go into a disaster zone, quickly assess the situation repeatedly, find openings in rubble where someone may be trapped, preform emergency medical services if need be, and find as many people as possible in the shortest time possible. In this battlefield, a cop cannot best a fireman.
