Frankly, it's quite simple. He grew a Phantom in a lab, and implanted t within himself. A wizard is someone who has a Phantom inside of them, and channels its power through the use of rings and a WizarDriver. How does that work? Let me quote myself:

Actually, Haruto went after Masahiro (Mage Green) not long after Nitou. The only thing that stopped him from doing more was Nitou crashing in front of him.

Sometimes, you just feel like you have to do things on your own, despite what you learned. Whether or not that is a flaw depends on the situation.
