Turbo eh?
Well, let's start with the obvious.
I'm a firm believer of the Zeo powers just getting too strong for it's own good. Linkara's overview of the series stated the the Zeo powers were constantly growing. I don't know why he never thought "Maybe there's a certain extent before they powers become dangerous for constant usage", but that's what I'm sticking too.

As for the Turbo power themselves, they have to be completely separate from the Zeo powers. That's pretty much the only way Turbo Red and Zeo Red could exist simultaneously in Forever Red.

I consider the movie non-canon. Plain and simple. Laragot was stupid.

For the Phantom Ranger, I think he's an alien, not Billy. It just doesn't make sense for Billy to keep his identity a secret from the others. There's no reason (He even explained this when they started thinking he was the Gold Ranger in Zeo).
