Honestly, I firmly believe the Movie was Canon. Why wouldn't it be? Like Gibson said, they've done weird oneshots before. And it explained why Devatox was on Earth in the first place. I will forever be a defender of the original movie. Ooze was an awesome villian, and aside from how the zords looks, it was excellent. And that's one thing I didn't like about Turbo. It was basically a pilot for the new season, when they could've done something so much more.

As for the Zeo powers. Usually when the rangers got new powers it was because the old ones were decimated. Dino Coins became Thunder Crystals, Crystals became Ninja Powers, Ninja became Zeo. And I see the Turbo powers as more of a side-step. They didn't need more power they just needed a more focused power they could use to stop Devatox and Laragot. If he's the big lava monster I'm thinking of. It's like when they went into Space. They didn't really need space powers, they just needed to go to space to follow the kidnapped Zordon. Thats why he was able to use them again in Forever Red. Because they weren't destroyed, they just needed something different.

Phantom Phantom Phantom. I don't think Phantom is Billy. I love Billy, the Actor and the Character. But if he was the phantom he would've dropped hints. Especailly seeing Tommy again. I wish they dove deeper into him though, but like everyone else, I also like the mystery.

Ammendment: The Command Center changing is like I said earlier with the Zeo Powers. It was good, it didn't get destroyed, but it needed changed because they needed something different for a new enemy.
