Power Rangers Turbo, from a series standpoint, was really the series that changed Power Rangers as we know it. And by "change as we know it", I mean it was the first time the series was in danger of cancellation due to incredibly poor ratings and steady declining viewership. After changing actors at the halfway point, the series saw some increase in numbers, and thus the cast was kept on to do "In Space", which was meant to be (in all seriousness) the end of the Power Rangers, if it was not picked up for another xx amount of seasons.
Power Rangers Turbo basically brought everyone to the reality that the show (and viewership) was growing up. Bulk, Skull, Ernie, Lt. Stone, Tommy, Tonya, Kat, Adam, Rocky, and the previous villains from the last 4 years were all abandoned (yes I know three of the first four were still there, but it was in even less capacity than Bulk and Spike are in Samurai) and we were given entirely new Rangers, new villains, and an overall different feel to the show.
Was Turbo a bad season? If you look at it episode-by-episode, for an overall arch, yes, the show was pretty much a let-down. But if you look at it as a transitionial series between the original era (MMPR, Zeo, Turbo, In Space) and what was to eventually come (Lost Galaxy thru Dino Thunder), it served as basically the foundation to how every series was going to be approached there-on.
I know it makes no sense that Turbo would serve as a foundation to Lost Galaxy and not In Space ... but you have to remember, In Space was planned while Turbo was still happening (and Saban thought it was space-oriented, not video-game oriented), and they threw every last dollar at it because the thought was Power Rangers would end and this would give the show a proper finale. Once they realized it was NOT the end, they kept the "space" theme, took the things they learned from "Turbo", and we got the Tzachor-era, where every team changes and the only "throw back" to previous years is the team up episodes.
Turbo is NOT my least favorite season however. That right is reserved for Operation Overdrive.
