The battery was created by Gabutyra's people, the spirits of his people, to aid Kyoryu Red in battle. Whether or not it had anything to do with Gabutyra's feelings is irrelevant. Initially they knew it was a manifestation of the Kyoryu spirits to help Daigo and upon figuring out how it works they know that can only function properly when used with Gabutyra, it's meant for him.

I'm sure they could create a battery but if the kyoryu spirits don't have the same thing in mind for the other Kyoryugers then it doesn't matter. Surely they wouldn't do it for 6 heroes let alone the eventual full team of 10
