In his native land (Japan... not the Land of Light...), Ultraman is one of the top pop culture icons of all time. He's roughly the equivalent of Superman here in the States.

Worldwide, I would say that the Super Sentai may have the edge, not just because of the wide exposure of Power Rangers in the North America, but also the pre-PR Super Sentai shows which were dubbed into Spanish or Brazilian and played in South America. Much like how to a generation of Hawaiians, Kikaider is "the" tokusatsu hero.
