I know alot of this is going to be Decade (For good reason) but still. What would you all say was the worst done Kamen Riders?

Personally I'd think Black RX. Seems like they wanted to do a sequel to Black so badly that they forgot that they actually had to write it and then panicked. But then I'd also vote Wizard. Haruto was emotionless (Yes he said he never smiled in the show because of seriousness or watever, but I think that was the writer's covering for the actors inability to emote like a human being) and the show was just.. bland at times. Except for Phoenix, Medusa, and Gremlin.
And then Decade.
Decade had great ideas that never delivered. They never really made good on the Rider War, never really gave it a decent ending, and wrote the characters in a way that was just... Onore-Decado.
