That's because Jonathan Tzachor the executive producer of the show thinks in the long term that's how Power Rangers will survive by just copying the sentai.
Heck the original Japanese script writers are getting credited in Samurai.
It's a shame really because Tzachor does love his job, he loves Power Rangers and wants it to be a success, it's just his idea of how it can become successful ...
