We already know that Chaos and Dogold were active in the Sengoku period so it's entirely possible that the generals were able to revive throughout the ages before being defeated once again. Also, the selection process for Kyoryuger isn't the same as other seasons. Remember, they actually had to defeat their dinosaur partners, so Torin can't just set up a team as soon as bad guys appear. But still, Torn did try since we know Ian became a Kyoryuger candidate almost immediately after Shiro was killed.
