I haven't been caught up on Gaim either but the show doesn't explain if the Riders are tied to the person(not the belts). Is Takatora just Kamen Rider Zangetsu, no matter which type of Driver or lockseed he uses? ( And is Kaito always Baron, Kota is always Gaim, e.t.c.)?

In episode two of Gaim when Maitries to put the Driver on, the belt won't go around but when Kouta puts it on it works just fine. Then at the juice place when they ask Sid about why the Driver only goes around Kouta and Sid says that the Driver is connected to the first person who uses it.Later on in more recent episodes Bravo and Gridonget Sengoku Drivers that have Silver straps instead of the yellow, and from what I could gather they are just more powerful Drivers.Now as for the Kurokage troops their Drivers have blank plates just like Knuckles, which means they are basically a third type of Sengoku Driver that anyone van use.

Now in the show, Gaim has used Ichigo, Orange, Suika, and Pine and he still remains Gaim, even in Jinba and Kachidoki the under suit is basically the same just in Jinba different crests and such.
