Yes, but there has been continuity during most of the show. I think the zombie one is the only one something like that happened. Nevertheless, Panty & Stocking has something unique about it that makes it stand out. It has fanservice moments, but it doesn't rely on them to move the show along.

Let's look at Cowboy Bebop. That show was episodic but it still had an over arching storyline as there were about 5 episodes that dealt with Spike's plot. One of them was in episode 5, so we knew there was something that was going to come out of the show in the end. With Space Dandy, 6 episodes in I know next to nothing about anything. Everything is just there.

You could be right, it could be because there is this expectation when it comes to Watanabe. However, he had more character development in his single 11 minute Animatrix episode than Space Dandy has had in 6 episodes. Space Dandy seems to be there for fanservice and nothing but fanservice (which is why I dropped Kill La Kill after 2 episodes).

As for the Looney Tunes aspect you brought up, it just doesn't work for me with this show. Maybe if it was different characters or in a less serious animation style, it would. As is though, it just doesn't.
