No no, it was always about the context here. Gia became a female version of a female ranger, who never had a skirt. And as shown in Gokaiger, female suits that have no skirts don't magically grow them because a girl has changed into them. Like say in the Deka change. So the actual rules of the original footage, and the characters they represent, contradicts with this series and Saban has done fuck all to change that. Despite the fact Saban Brands went out of their way to edit in Operation Overdrive red and other such pointless new footage.

You could argue this isn't an issue worth so many posts - but my wider point is there is no quality control on this season at all. One scene will have as much attention to detail as one should expect, while the next is haphazard slapdash pile of fuck.
