Basicly for any non main Rider from Agito to Kiva vs Decade, ask yourself if that Rider could beat that series' Main Rider in their strongest form. The answer to that question is the answer to whether they could beat Decade.

Though if you're going from the standpoint of Decade only being able to use his base form and associated powers, you're probably right. But using that metric is pretty meaningless, because it's like saying that Kiva could beat Fourze if Kiva was in Emperor form with the Zanbat sword and Fourze could only use the first four switches.

I see your point, I was underestimating Decade's powers but I honestly believe he couldn't beat most of the characters I said. Though if you go Kuuga Ultimate vs Blade King Form, or Agito Shining Form vs OOO Super TaToBa or Chalice Wild Form vs Emperor Kiva; I could honestly tell you who would win. Honestly in fights like this I always say it's about motivation. What they are fighting for always makes the difference. Say Agito and Decade fought and Agito was more motivated in the fight he would beat Decade but if Decade was more motivated he would beat Agito. When power is equal than motivation and skill matters more.
