Actuall, Gokaiger makes it quite clear that any Ranger powers are nowhere near as strong as a Basco type summon then they are with an actual person using them. It doesn't matter if, for example, Eiji Takaoka as Bouken Silver would totally kick Don as GokaiGreen's butt, Don will always be able to beat a Basco-summoned Bouken Silver.

Basicly, Gokaiger is big on the 'it's the people, not the powers, that make the hero' line of thinking. Animated Ranger keys just can't compete with actual people.
