It was discovered by Bandai Asia team before they brought over Akiyama Ren for the promotion of Kamen Rider W in Taiwan. Legal action has been taken by Bandai.
Ishimori Pro's Hayase Masato has already spoken about the issue on twitter, but not mentioning any action taking by Ishimori Pro.

Taiwanese production of the movie already replied on their blog saying the movie isn't a rip off of Kamen Rider nor Ultraman tokusatsu. It is a movie that is used to bring back viewers memory of their youth.
Space Hero FLY and Space Hero FACE "could" be a movie about staff behind stage, but I really doubt that is the case.
