Yeah, that is bullshit, its sad that we've seen Pine Arms more times then a god damn Kamen Rider.

Baron in Lemon Energy arms looks excellent aside from the shape of the lemon head piece obviously meant for Duke's head.

Duke never transformed on screen (actual animation appearing and having the fruit go onto person).

Duke has transformed in the introduction of the New Generation Riders, but off-screen.

Duke has detransformed once after the fight with Gaim and Baron.
