Timing. KakuRanger came directly after the super serious DaiRanger, so they started Kaku out on a more light hearted comedic note before going DaiRanger with it in the second arc.

Think of it as like Zeta Gundam and Gundam ZZ only without them being connected stories.

Hurricange was comedic just because that was at the time when Toei started to dumb down Sentai.
