I'm pretty sure the writers actually forgot he could transform for most of the show's middle stretch. He does transform occasionally, but it's always pretty rare to see Yusuke actually get out and fight alongside Tsukasa.

Funny enough, for the longest time after they left Kuuga's world, I thought Yusuke was just physically incapable of transforming outside of his world, then he does it and I ask myself "Well why couldn't he do that all the other times Decade needed a hand?!"
