Ryoma. And as has been stated over and over, Ryoma is just the right kind of manipulative paranoid madman to build killswitches or backdoors into all of his creations. Especially in the case of someone he's planning to inevitably stab in the back. My guess is that he "unlocks" Takatora's Genesis Driver, or at least re-codes it to allow Micchy to use it.

Given that he did receive data from them, it he should be able to. Which brings up a point- why doesn't he just disable Kouta's SengokuDriver if he's still being a pain in the ass to them?
