Infinity is the embodiment of his OWN power not the Phantom within him where he's been drawing all his power from up until this point. The Dragon comes back, because he's so blown away by Haruto's strength of heart that he's willing to add to Infinity's own power. It's like the one hundred percent synchronisation thing from Shaman King. The two power sources, fully in sync.

The only bit I'm not all that clear of is where the line is drawn between the two, when Haruto first uses the weapon he says "come on Dragon" so I dunno whether it's meant to imply that Dragon's extension of the power is literally in the shape of that weapon?
