There have been plenty of decent villains in the last few years. Enter was fantastic. Basco was great (which helped balance the uselessness of the Zangyack). Brajira was excellent throughout even if his end plan was a little anticlimactic. The Shadow Line have been pretty fantastic so far for a show that's been on the whole quite light hearted in tone.

As for why they don't kill any more. Its not the 80s anymore - times have changed and arguably the audience has shifted.
