Well he did steal the Peach Energy lockseed for shits and giggles (he had no idea it was going to give him what he needed to locate overlords), but I wouldn't call stealing weapons from bad guys a moral failing per se.

He also seems to get all his power ups from DJ Sagara just handing them to him, but there are plenty of Riders who don't do much to 'earn' their power-up items (Tendo and the Hyper Zecter, Tsukasa and the K-Touch, Wataru and Tatsulot, etc).

It seems to me that some people want Kouta to be someone who makes 'hard choices' and 'does what he has to do' when his central character is that he doesn't accept that sacrifices and questionable deeds are required to achieve peace and happiness.
